Window Profiles

Dear Experts,

I have a question pertaining to Window's Roaming profile and Mandatory profile.

Under a domain environment,

Can user still be able to log into the PC  if server is goes down? (Assuming that user has logged onto the PC before and there is a local copy of user's profile)

Does this concept applies to Mandatory profile also? If not, what is the difference?

Roaming profiles and mandatory profiles are cached at first login. Both can be reused if the computer is no longer connected, but mandatory profiles will not save changes to the user environment.
