what do you mean by "off line with high traffic"?

I have seen that happen with cheap switches. If the 8 port switch is an inexpensive consumer grade switch, replace it with a commercial switch and see if the problem persists.

I use Cisco Linksys, Cisco and good HP switches. 3-Com are good but I think they are now branded HP.  It is easy and practical to substitute a good switch to see.

I stay away from inexpensive switches I see at box stores.

I don't know of any software that will tell you a switch has congested or causing problems.

network monitoring tools does that job ?

I use CommView (Network monitoring, packet sniffer) but it will not tell you a switch is congested, only that traffic is not moving. But you know that already.
