Outlook 2013 Can't Start

I have a new PC Windows 7 64bit. I installed Microsoft Office Home and Business 2013. We have a Microsoft SBS 2011 Standard server running Exchange 2010. I was able to setup my users email through Outlook 2013. Everything setup well and it was functional. The user comes in this morning and tries to open Outlook and he gets "Can't start Outlook". I logged into his system and verified that's what he was getting. I tried going into the control panel to see if there was something wrong with the settings and I got a message saying " the system is low on memory or resources" The system is not low on memory. I have a couple other users running Office 2013 with no issues. I am able to open Word, Excel etc with no problems. Has anyone run into this problem if so, how to resolve? I have tried outlook.exe /resetnavpane this did not work.

I wear a lot of hats - Developer, Database Administrator, Help Desk, etc., so I know a lot of things but not a lot about one thing. Experts Exchange gives me answers from people who do know a lot about one thing, in a easy to use platform." -Todd S.

The key is here:

I tried going into the control panel to see if there was something wrong with the settings and I got a message saying " the system is low on memory or resources"

Confirm if user has sufficient free memory. Have user restart it's computer in safe mode with networking and see if he still gets the error.

If he is not getting the error, you need to see what processes on this user's computer eat up the memory.

Ok then in that case have user to restart in safe mode with networking and see if he gets the error.

This could be a virus of malware.

The machine may have 6gb installed, have you ran a memory test on the system, verified the amount of ram in system properties?

Ok, I didn't want to leave this post open. So, here is what "I" did to get this thing working. I uninstalled Office 2013, Ran CCleaner to cleanup the Registries, Deleted All Microsoft Office folders, Deleted the user profile (Which Microsoft told me not to do) said a little prayer.. Rebooted the system. Reinstalled Office 2013 product I downloaded from Microsoft. Recreated the users profile and everything worked. Rebooted the system 5 times and opened Outlook, Word and Excel successfully.

Disable and Stop the 'Desktop Window Manager Session Manager' service.  It's a pile and breaks Outlook 2013 frequently.
