How to launch a Silverlight program

I have a Silverlight app that runs out of my profile... "C:\user\myProfile\AppData\Local\Microsoft\Silverlight\OutOfBrowser\AppFolder"

In the shortcut for the app, it links to "C:\Program Files (x86)\Microsoft Silverlight\sllauncher.exe" AppFolder

I guess it's built into Silverlight to look in this OutOfBrowser folder.  When other people log into my PC and want to use the app, I have to copy the folder into their profile.  I'd like to have others be able to run it without having to copy the folder each time.  How can I launch it?  It has a .xap file in the AppFolder.
