SharePoint workflow question

Is it possible to create an automated email generation where the To field would be static, the subject would be from a dropdown and the person submitting would be able to create and submit the body of the email?  If not in SharePoint, any suggestions on how?

Clarification on the question....  both To field and Subject field would be static, but the user would fill in the body of the email.

you could use a field in the list to store the email message. The user can edit the message to be sent within the item's form (new or edit). The workflow can grab the message body from the field. If desired, the workflow can then blank the field again.
