Good Password manager the runs on iPad/iPhone and Windows

I need a good Password manager that runs on, and syncs between, iPad/iPhone and Windows systems for my many, many, accounts (other than banking, credit cards and other high security account info., which I will keep off-line).

Lots of good reviews, but I got turned off when I read some of the many one-star reviews in the App Store. The license is a lot of money for an app, which I'd be willing to pay expect that it seems like you need re-purchase it over and over again, in order to keep current with upgrades and not loose the functionality you've already paid for.

Is there any other reasonable password manager that syncs between the iPhone, iPad and a windows 7/8 laptop? Remember, I said that I'm keeping my highest security login info. offline.

Something like Google Drive or Dropbox could be the intermediary for the synching.

Sorry, I thought I had closed this reopened question about a week ago.

I'm currently experimenting with oneSafe with my iPad 4, iPhone 4s (wi-fi only), and iPhone 5s. All three sync well with iCloud. I like its extra security features. Unfortunately no sync with Win OS. I'm still looking, but you guys/gals were helpful.
