Can you please guide me on the steps to be taken upfront to make the database stable enough to handle 10 million records and perform.

At that scale, you really need professional help, someone who can get into the data base structure and queries.  Probably that person is going to be expensive because she works at Google, Yahoo or Facebook, where they deal with this kind of problem daily.  So budget accordingly!  General guidelines:

1. De-normalize the data base (the amount of de-normalization will be a matter of art and science)
2. Plan on buying a lot of hardware
3. Learn about memcacheD
4. Learn about the opcode cache
