Unable to find user in GAL

I was looking for a user in the GAL, couldnt find this user, when I searched under All users his name appeared. I turned off cached mode in outlook and did the same and then could find the user in the GAL. Is there anything that could be causing this issue of not seeing the user in the GAL in cached mode?

Could clean up your cache for your outlook:

Otherwise the user's mailbox could be set to hidden from GAL or the update just needs to be pushed which is also in this article.
