Can I allow insert row but prevent insert cell

I have an Excel 2007 spreadsheet that is routinely corrupted because users insert cells instead of row.  User training should have fixed this issue but it did not….  So is there a way to prevent inserting selected cells or force the selected range to change from selected cells to selected rows?

i would definitely try putting permissions on the file to prevent unwanted / unneeded manipulations of the file by users that should not be editing it

When you protect the worksheet, mark that users must Insert rows.
