PowerPoint 2010 - Cannot SAVE AS a read only file?

I assigned a password to a powerPoint presentation and someone else is looking at it.  When he tried to save as, he was NOT allowed.  Even though the message said that he could (see graphic
I want to be able to save as a read-protected file.  This shouldn't be happening.

Have them remove the Mark as Final setting.

In this situation instead of a password, I'd probably use Mark as Final instead. The person should be able to untick that option and save or save with a new name.
