Exmerge PST files from SBS 2003 Exchange show illegible folder names when imported to Exchange 2013.
The SBS 2003 Exchange emails seem to have some kind of X400 address in each user's address list. I don't know if this matters or not.
When I imported the PST from 2003 Exchange into Exchange 2013, the folder names were jibberish and you cannot reply to any old emails that were imported.

We got around the jibberish folders by deleting the folders and all emails front eh user's account, then importing the PST using Outlook instead of adding the PST to the user's mailbox using the Exchange 2013 Admin UI.
