Wireshark - TCP Window Full

What does it mean when I see (from Wireshark captured file) the message [TCP Window Full] from the server? Thanks

Based on the TCP window size and the number of un-ack'ed packets Wireshark has determined that the window is full.  


Possible problems:

1) Window size is too small.
2) Some network device along the way is super busy and is not forwarding data as fast as it could/should.
3) The application that should be processing the data is not processing quickly enough.
