The Remote Server Administration Tools (RSAT) for Windows 7 can be downloaded from Microsoft's web site:

After downloading and installing the tool on your Windows 7 computer, use the Turn Windows features on or off function to enable AD management tools.
1.From the Control Panel, click on Programs.
2.Under Programs and Features, select Turn Windows features on or off.
3.Under Remote Server Administration Tools > Role Administration Tools, select AD DS and AD LDS Tools.

Free tool for managing users' photos in Office 365

Easily upload multiple users’ photos to Office 365. Manage them with an intuitive GUI and use handy built-in cropping and resizing options. Link photos with users based on Azure AD attributes. Free tool!

After you install the RSAT tools, create a MMC and add addins you would need. DNS, WINS, AD user and groups etc.... Save the MMC to your desktop or where ever you want. All you would need to do at that point it just run the MMC and the tools are all available for you.

As you have windows7 client computer you can install RSAT on client computer to deploy the policy but you also need domain admin rights or proper delegation to your id to deploy the group policy.
