How do you upgrade Ruby? (Windows)

Is there a way to upgrade Ruby via command line or do you just download the latest version basically creating another folder for it?

You just download the newer version, which will create a new folder in your C drive. You then update your path to point to the new folder.

Are you referring to the system environmental variables?
or is there some path to update within the command line or within the Compass App?
