Using <cfif > control to launch a url on fresh tab.

Trying to launch a new cfm page in a  new browser tab - based on a simple cfif evaluation - such as below. So, http://www.cannes-beaux-arts.com  would launch in a fresh tab from the one with the code below.  Can anyone tell me what code (if any) I can use between the cfif tags below..   Thanks for help
