Allow users to manage their whitelist

We are running an Exchange 2010 Environment that has the needed roles running on an individual server. There are actually two of these servers, both configured the same way, both members of the same DAG. We have the anti-spam feature enabled and are manually adding to the whitelist as items are submitted to us by our users.

Is there a way to allow our users to manage the whitelist?

does this bypass the whitelist configured on the server? Or do we do we either configure the whitelist on the server OR configure the whitelist on the client?

I usually setup my anti-spam filter to check spamhaus and/or spamcop etc.
