DNS forwarding for website

I have two websites that point to the same ip.
AB.com > 67.55.44.34
ABC.com > 67.55.44.34

I have a third website (ABCD.com) that I want to point to ABC.com/newpage.html (to that specific HTML file).  so when people go to abcd.com, it will go automatically straight to ABC.com/newpage.html

How do I do this on a Windows 2003 web server? Do I need to create a new website or do it under DNS?

Point the domain to the same folder and set the default document to newpage.html.
Or do you want it to actually redirect to abc.com
