Internet explorer 10 does not open Windows 8

Do you get any errors either on screen or in the application logs?  Have you tried browsing to the executable location and opening it that way vs using a shortcut?

No errors on screen. Yes, I have tried opening both 32 and 64 bit versions form the source in program folders.

Open task manager and see if you have any lingering iexplore.exe processes.

If that doesn't work, I'd suggest starting up the computer with all non Microsoft processes and services turned off.

This link describes the same issue and the guy outlines the steps necessary to do this.  If you follow these steps and you are able to then open IE, you'll want to go through the disabled services and try to find the culprit.
