How do i assign or deny users ability to add a new app in Sharepoint 2013

Hi guys, by default a user who have permission to a site will have permission to add Document Library, Form Library, Pic Library and so on. Is it possible to just restrict all normal users without full site permission to only have the ability to add Doc library and not the rest?

Unfortunately, no.  You could remove certain list templates for everyone, but not for a group of people.

One way is by hiding them on your site/web.  THis needs to be done in PowerShell.
