Windows 7 Embedded Standard - Packages

I have a PC running Windows 7 Embedded-Standard and I need to determine which packages are installed as part of the embedded image.  

According to the link below, I should have a tool called Package Scanner 'PkgScn.exe' which I could run to give me the list of packages/modules that have been installed as part of the embedded image.  Unfortunately the Package Scanner tool is nowhere to be found on the system.

If you have Windows 7 embedded toolkit ISO/DVD (extract iso using 7zip or some iso mounter ), PkgScn.exe is at path "\Windows Embedded Standard 7\Tools\Image Configuration Editor"

The exe is also available on the system from which the first image you may have created
