Lumia 920 Windows 8 connecting to Exchange 2003

All of our users have iPhone to connect to email but the CEO wanted to try a Windows 8 phone.  I configured it for him but the email sync just doesn't seem to be as smooth as it was on the iPhone.  It does connect but there seems to be a delay and the overall process of getting email on the Lumia just isn't quite as seamless as the iPhones.

He will tell me that he knows that he has emails in his mailbox (via Outlook) but when he looks on his phone, he won't see anything.  If he does a manual sync, it will pull the emails down but it is set to "download new content as items arrive."  I assume it's similar to the iPhones where if a new email comes in, it will send a notification to the device saying that there is an email to download.  Sometimes, the delay is fairly significant (15-20) minutes.  Are there any activesync settings that I'm missing?  I would hope that when an email hits his mailbox, the Microsoft phone would also display that same email within seconds (at least that's how it works with the iPhone).

It is issue with phone not with Active sync. Call MS or Nokia and register this issue.
