after nuget Elmah download web.config does not look correct

ASP.NET 4.51, VS 2013 on W 7

new ASP.NET C#  web forms project

after NuGet Elmah download web.config does not look correct, part of the file is grayed out.

Looked at several sites and they all have different solutions.

Here is mine: the problems start at <location path="elmah.axd"

I actually abandoned the use of elmah for now until I can get some hands on support from a more experienced programmer.
