Users cannot edit joined outlook calendar appointments on Ipad.

I have recently implemented a new server 08 install at a client facility. They have moved from exchange 2003 to exchange 2010.

Before the problem began, User A would create an appointment on their outlook calendar and invite User B. User B would be able to edit the time/date of the appointment on their Iphone or Ipad.

Now User B can accept or deny the appointment, but cannot edit it.
User B can however edit appointments created by themselves on these devices.

User B does have editing permissions on user A's calendar within outlook.

User B CAN edit these appointments within outlook, just not on the phone or ipad.

Any help would be appreciated.

Some items to add. This is SBS2011, previously they had SBS2003. Process: User A creates the calendar appointment and invites User B. User B accepts appointment then later needs to change the time. User B goes to the calendar appointment from iPad and cannot edit and change time. User B can however go to outlook, right click and choose propose new time, then User A gets the response to change the time and has the option to accept. So this works in outlook but not on iPhone, iPad, Android, etc,etc. However it used to work on these devices with SBS2003. We are at a loss here experts. Any input?
