CRM 2011 the settings area should not be available for non admin

With MS Dynamic CRM 2011 the Settings area is still available in the side toolbar with users that are not set as system administrators.

Does anyone know how to make this so it's only available for system admins?

We have a problem of employee's finding different ways to access users (employee's) email thru different ways (Activities and more) and are trying to lock all of these features out while not locking down client emails captured too.

CRM only shows items that users have permissions to use. What area within Settings are your users getting at that is of concern?

I think it better to get the settings in security roles right rather than trying to hide Settings.
