Restored Server with Errors

I have a windows 2003 dc that has been restored using Symantec backup system recovery 2010 all ok but when I go into Active directory I get the following

Cannot add user - The directory service was unable to allocate a relative identifier

I think I had this a while back but need a fix for this ?

any ideas appreciated

Is this the only DC in your domain or do you have multiple DCs?

Identify which server holds the RID master FSMO role and confirm that you have network access to this server. The command to check FSMO role holders is:
netdom query fsmo

I bought my own test server down to make sure the besr  Image would work ok before restoring on the real server. The restore worked on my test machine all ok but I had the above error. On the actual machine as it could see the other DC the issue does not exist on the live server. We have 2 dc's here.

Thanks for your help.
