Microsoft Office 2003 Pro - How do I take 15 retail licenses and convert it to a single VLK or MAK license for my VMware desktops?

I contacted MS and they tried to sell me Office 365-I shot them down.
I have 15 retail licenses of Office 2003 Pro, each one of course with their own license.
How can I combine all 15 licenses into one license so I can create a ThinApp with VMware for my virtual desktops.  If I create a thinapp of Office 2003 Pro which has been activated with one of the license keys, can my users with their virtual desktops use the same thinapp of Office 2003 Pro at the same time or at different times without licensing/activation errors?  I have no intention of purchasing 365. What can i do so my users can use offcie 2003 Pro on their virtual desktops?

vmware's blog clearly states you need the Office 2003 VOLUME license version. Not only do you need a valid Volume License Key, you also need the correct Volume License install media.
This is probably due to the way it activates (differenly from retail products). I'm afraid you're out of luck (not only technically, also valid license wise).

I was hoping someone might have figured a way to MS licensing.
I was hoping that if I had a thinapp created of one of the retail Office 2003 Pro and activated during the process of making the thinapp, I would be good.
Since each user will only use one instance of it already activated and I still have the actual license keys.
I really do not want to spend thousands of dollars on purchasing new.

Kimpoter, I wonder if i can just create thinapps for each license of Office 2003 and assign one to each user, this way I do not have to purchase new licenses.
Also, can I activate with one license, create a thinapp. Then edit the thinapp by changing the license key to another then creating that thinapp?

Because it's VMWare's own blog stating these facts, I assume they extensively tested it themselves before telling their users about this limitation. If you try what you think will work, you will probably face a few stumbling blocks VMWare has already seen during testing (probably reactivation screens during normal use). They probably couldn't get around it and hence has warned users to use Volume Licensing only.
Of course, if it's not too much work for you, you can test it with creating just one thinapp, and let 2 users use it extensively. If it works, it might have been on VMWare's blog because of Microsoft's insistence (because of their strict licensing rules, you can't use anything else than Volume Licensing on Terminal/Citrix servers for instance), which means you could be breaking the rules, even though it works.

MS is so greedy for money.
I will give VMware a call.
