Cannot disable Outlook Anywhere

When I uncheck the box (see attached screenshot) and FINISH, it apparently resets itself to the checked state.  I'm trying to disable this in order to stop one of my network client Outlook programs from requesting a password every time the program is loaded.  This unchecking/disabling worked for two other client pc's on the network, but this one keeps re-enabling Outlook Anywhere.  Any suggestions?

does this user have local admin rights?

run the Office repair tool?

Last if it doesn't work close outlook, delete the .ost file and open Outlook then make the changes

make sure you don't accidentally delete the .pst file(s)
