same domain but different extension

Hello experts,

Is this illegal to order and own an existing domain such as ABC or XYZ ... ( any existing and pre-owned ) with a different extension?

Just as example, let's say I'm interested in but already exists, can I get that and launch it ?

Any advice?

You can launch it but the legal position will depend on the jurisdiction governing the registraion

Cybersquatting...don't do it unless you really have a product/business with that name or a REALLY good reason (that you can defend) to use that site name
