Excel file with multiple Item Rows and convert to comma delimited file

Hello  I have an excel output file that I need to convert the data into a comma delimited file.  The tricky part is combining the multiple CustID records into 1 row.  Below I have shown what my starting excel file looks and below that I have shown what the comma delimited file needs to look like.  

How can I get this to convert.  Is there something in excel that can do this? and How?

Output I want is a coma delimited file that list one row per custID and then at the end combine the ItemID items like below.  Below s how I need the comma delimited file to look.  
98765;John Smith;5159999999;781|882|486;
12671;Karl Rose; 5156786789;781|263|121|18;
372611;Lisa Cook; 5151234567;12|784|7844|7878|781;

I see were you are going but I need a little more guidance.  I tried to follow your links but got confused.  So I made an Access Database with a starting table and an ending table.  How can I get the starting table to make a new table that looks like the ending table?
