Under Pagelayout -> Page Setup -> Paper Size
Enter 11.69 for Width and 16.54 for Height click OK
A3 paper = 297 X 420 millimeters(11.69  X 16.54 inches)

Edit it for what application?

Every program I just looked at has a different Page Setup dialog... editing that size in one won't necessarily change it in any other. Instead of editing that size, why not select another paper size that matches what you have?IE 10 Page Setup

That's what "User Defined" is for at the bottom of the page size picklist.

Do that first in the Printer Preferences, which should open a dialog where you set the custom size...  then in your applications, choose Page setup... and select User Defined as the page size there.
