The Controls collection cannot be modified because the control contains code blocks


I have the following error in aspx (not code behind):
"The Controls collection cannot be modified because the control contains code blocks"

I have no master pages. The error seems to appear:

   { %>
<meta http-equiv="X-UA-Compatible" content="IE=edge,chrome=1">
    <% } %>

I need to add this doctype declaration if there is a postback but end up with the above error.

What to do? A placeholder but how?

Problem is that even i check for postback in js. i cannot take it at the end of the page since i set the doctype as above. What should i do?
