You can alter the look (like background and other things) but you cannot actually change the themes color as of yet.

for now there is no way how to change it.
you can use some wallpaper which could change a colors a bit but generelly answer on your question is no.

That operating system seems to pick a color scheme based on colors found in the background wallpaper. Some are fine, but some are not easy on the eye either. Apple should make improvements.
