Internet Explorer 8

We have a new application that is web based.  We run IE 8 on both Windows 7 and XP machines.  After launching the application in IE 8 there are obviously links to click in the browser to launch other functional parts of the application.  When a user clicks on a link a new window launches but it comes up minimized to the task bar.  I need the new window to come up with focus.  It doesn't have to be full screen but it needs to have focus and be on top of all other applications running.  I also need to have this configuration pushed through group policy.  How can I accomplish this?

Look at the code within the browser to make sure the link is not or the data on the page that minimizes it. Or your open directive sets the new window size.

The tried and true method is to use Java which will let you assign dimensions, focus, etc.
