Most of the VL/MSDN and licenses are handeled through Microsoft.  I think you need to start there.  Especially if you have mix of old and new keys.
To use a new KMS key for office 2010 you have to activate this key with your KMS host - see this Technet document http://technet.microsoft.com/en-US/library/ee624357(v=office.14).aspx#section2 for all the details.

What OS is your KMS host running? If you use a server OS, there is no need to activate a new client KMS key, because the server key is the one which is being used/needed. The clients will get activated without the need of a Win7 or Win8 KMS key.

the server is running win208 r2.

so  dont even need to add a new key for windows activation?

how about if I want to activate office 2013 from that kms server, the server doesn't even have office installed on it, does that matter?
Server 2008R2 is a good basis for a KMS host (servers, clients, office).

No, a new client key isn't needed, if you do the installation via Volume License media.

Have a look at this Technet document http://technet.microsoft.com/en-us/library/dn385356.aspx#BMK_PreparetheKMSHost. There is no need to install Office on a KMS host. You only have to prepare the server and activate the Office 2013 KMS key via this server.
