screen buffering

I have noticed this problem on several of my computers.    Problem:   I have several screens open and several internet site pages running,   out of NO where  ---  my screen goes translucent clear  (I can see my desktop icons and everything else), but my screens showing webpages is lost) for a few seconds or more   ( I have just checked and until the mouse is moved ) the translucent screens   5/6 of them can NOT be used .... u ntil I move my mouse.    

I have no idea what is it  ---  my is frustrating the heck out of me,  is it the monitor resolution or screen hertz or something  or Memory a mouse problem?  I also notice the same problem on my home computer.    I just hate when the screens goes blank (more of a SEE thru clear) and then comes back to what ever screen I was working on.

What version of Windows?

I am running Windows 7 and when my mouse drops onto an empty area of the start bar I get a transparant window effect that sounds like what you are speaking about. If I move the mouse off the bar then the "focus" is back on the window that I was working on.
