Are there ways to forward copy of emails sent from a public folder to another public folder - Exchange 2007?

I received a request from a user to forward emails sent  from a public folder 'Test' to be copied to another public folder 'Sent items' located under Test.

Root folder - Test
Sub-folder - Sent items

Exchange version - Exchange 2007
Outlook Version - 2010

There are few users who have been given 'Send As'  permission on that 'test' folder. I have created a blank rule in my outlook 2007 profile to test this, it works ok in my outlook. When I send emails from 'test' folder it automatically forwards to 'sent items' folder located under 'test'. But when other users send emails this rule doesn't work. I would assume that I have created a server rule.

I have checked order of rules by placing the rule that I created to be in the top of the list.  But no help.

Any assistance is much appreciated?

@vijayhakcers, I have already tried creating transport rule but couldn't find option to forward emails from a public folder in E2K7
i hope , publc folder should be email enabled one.  you dont search public folder. just you can try to add as sender or recipient id
