Does a program , utillity exist to clone a NFS type disk?

NFS isn't a disk. It is rather more like a protocol that allows 'nix based systems to access your file-system (which can be ext4, or xfs, or any other real file-system that can be used by the hosting OS) via the network, similar to smb used in the windoze world.

Cloning software normally shouldn't care about the file-system. just boot the PC on which the physical disk is located with the boot CD of that utility, and start cloning, just like you would do with all other cloning tasks.

I normally use the PartedMagic LiveCD, which includes Clonezilla that can do this:
