Is it possible to modify default message error when a user doesn’t have access rights on a page ?

"The solutions and answers provided on Experts Exchange have been extremely helpful to me over the last few years. I wear a lot of hats - Developer, Database Administrator, Help Desk, etc., so I know a lot of things but not a lot about one thing. Experts Exchange gives me answers from people who do know a lot about one thing, in a easy to use platform." -Todd S.

since SharePoint 2010 you can modify the link of a couple of specialized pages like signin, signout and the access denied pages.
You have two options:
You just simply want to change the layout/texts OR you want to create your own page with custom logic (e.g. logging the denied requests, sending emails ...). The first one does not need a custom SharePoint solution, the latter one you will have to use Visual Studio to create your custom page.
To change the reference to your custom page you can use Powershell.

A very good and detailed how-to can be found here.
