Best way to upgrade users local Laptops and Terminal Sessions to Office 2013

Hi All

What is the most cost effective way to upgrade from Office 2007 to Office 2013 on all users Laptops and Terminal Sessions so both are on 2013?

You would go with volume licensing.  Volume licensing gives you remote rights to save versions of office.   Of course you cannot purchase a standard license and use professional on the terminal server etc.
