Dell Vostro 3750 DVDRW barely used will not load a DVD

I have a Dell Vostro 3750 just barely 2 years old. I have used the DVD maybe 10 times to load software. For some reason I get the "Insert Disc into the drive." Well there is a disk and the drive is visible in Windows at least in the Explorer Window. When clicked the DVDRW pops open whether disk is in or not.

I have been to Dell Diagnostics. It gives me an "Generic Windows IO error." When I run the diagnostics. It stops somewhere in the hardware diagnosis and pops the DVD drive open. I have tried to update the drivers but none of them work cause then they say no DVD RW detected. Again I have barely ever opened this DVD RW seen in the image attached. I cannot for the life of me figure out what the problem is. Your advice much appreciated. Thank you.

You could sort through here.  This problem could be hardware related but you could try method 3 in removing the filters
The first thing I would try is making a Live Linux USB with this tool LinuxLive USB Creator from and see if the drive is working at all.

This seems like a simple question but i didn't see any mention of it,

Have you tried this CD/DVD on another computer?

Have you tried other ROMs in the Vostro?

And if Yes and Yes,  

I've used the method NRhode mentioned and it worked well in a similar situation.

Used the Method mentioned. No UpperFilters listed so I deleted the LowerFilter.
Restarted as recommended same issue. The DVD RW is listed cant get it to do anything. Not even install the drivers. If I am getting the right drivers from DELL. Here is the error is prints.

This is what happens when I use Fix IT. It does not. Still says I cannot read the media on the CD DVD.

Here is the error Fix IT returned.
test if you can boot from a bootable cd - and bootable DVD
you can use windows install media, or these:

 a diag cd :      
a live cd      Knoppix

note : the fact that you barely used is no guarantee it is still working
you can   remove and reseat the cd drive (1screw ) - or test with another one - even external
