How to create connection to hard drive with Oracle SQL Developer

I have installed Oracle SQL Developer, but I don't see how to create a connection to my local hard drive.

I get the message"Network adapter could not establish the connection."

I had installed Oracle SQL earlier and it was working, but now I get a No Listener error.

try connection type tns

is the listener running for XE ?

from the command prompt:
finsdtr 1521|netstat -a

if you see something listening on 1521 then it may be the listener

or
lsnrctl
status

Is "XE" express DB already started? If yes, try to also put IP as hostname above.

it would give "Could not hand-off client connection" if the listener is started but not the db.

That's just you trying to connect (SYN_SENT) but there is no listening port 1521 so the instance you're trying to connect to (XE) is not running.

Did  you start the database / listener?

How would I do that?
When I installed Sql before the Oracle Sql Developer it worked but it stopped working after Developer was installed.

I'm afraid you either have to be more clear in what you want or we are not getting what the question is here. Your question states:

How to create connection to hard drive with Oracle SQL Developer

You cannot create a connection to a hard drive with Oracle SQL Developer, you create a connection to a database that runs on your local machine (or on a database machine).

So if you did not install a database on your local machine, there is just nothing to connnect to. But if you installed something else before Oracle SQL Developer, like an Oracle Database Server for instance, then you have to start that database and listener for database XE that you are trying to connect to.

That is why we are asking about if the listener is running on port 1521 and if you started the XE database.

If you don't have an Oracle Database installation on your machine then this question is solved already: no database running (or installed) means no connection is possible and the Status Failure message in your screenshot is correct.

net start OracleServiceXE
lsnrctl start
set oracle_sid=XE
sqlplus "/ as sysdba"
startup

then try again
