how to keep some footer sections on the same page

How can I need to keep report footer b, c, d on the same page?

There is no way to guarantee it.

Will they always fit on one page?
If so you could put a NEW PAGE BEFORE on RFB or NEW PAGE AFTER on RFA

Do they always print?  DO they use database information or summary values?
You could create a subreport that shows the information.  You could set it to KEEP TOGETHER
