Is this a new user being created on the PC itself or an existing user.  New user is typically when some rights are messed up on the default profile and cannot read it.  If this is an existing user their profile is corrupt and you can attempt to do a simple system restore.

Perform a System Restore: Boot up in safe mode with command prompt.

Type rstrui.exe and restore your computer to a few days ago.

Local or Domain?  Possible virus/spyware?

The microsoft article fix did not work.  I blew the account away and made a new one that worked.  The account was a new account that I created by copying another account to get the same permissions.  Somehting must have corrupted in the process.  The new account works on both thin client and desktop so I'm happy and so is the user.  Close the question.
