How to test it:
1.  Select a user account to use for testing.  You may wish to create a new one for this purpose.
2. Get a laptop.
3. Install an FTP client that can do both active and passive mode data channels.  The built-in command line ftp.exe can't do it.  Filezilla is fine for this test.
4. Verify you can connect to the account and send a file using both active and passive mode while connected to the office network.
5. Take the laptop to a coffee shop with free Wifi or use the mobile hotspot on your phone to get an "external" internet connection.
6. Verify you can connect and send files on the external connection.
