If I give a pc a dhcp static address does my traffic get reduced

If I assign static addresses to my Windows 7 pro pcs abd their corresponding xpmode pcs, will my network traffic be less?

No, you still have a machine that is using network resources. What applications are you running?
after rereading the question, it occurs to me you probably do not think about network perf but rather try to save some useless traffic by suppressing dhcp.

simple answer in this case is, obviously you will gain something by removing dhcp dialog but even with very short leases, that traffic will always be neglectible compared to the usefull traffic.

dhcp requires 4 packets when the network is started and 2 packets every lease duration. a typical lease duration ranges from 5 minutes to a day so using dhcp costs about the same as a single dns query for each renewal aka zero
Microsoft doesn't really give you a way to do reserved IP addresses for their virtual machines... the KB article that covers the different ways to configure VM network adapters for Windows is at http://support.microsoft.com/kb/833134
