Provide a contractor access to a MySQL database.

Another option, if your server is setup for remote database access, is to not use the PHPMyAdmin interface at all. Ask them to download install a mySQL client, such as the mySQL WorkBench - I find it's actually much quicker than using PHPMyAdmin because it's not web based - your contractor would just set up a connection using the address, username and password you provide, and connect directly to your database.

This should be fairly straight forward

1. Create the user account for the contractor and giver her access to the database you want her to have access to

2. Provider her with a link to the PHPMyAdmin URL for your database

When she logs in to PHPMyAdmin she will only be able to see the database she has access to.

The direct link is this one which directs me to a cpanel login.  When I put the username i created in there and the password i created for a specific database, it does not let me in.

You need to find out what the direct link is for PHPMyAdmin - not the cpanel link.

Best solution is to ask your ISP what the direct link is as each tends to set this up differently.

Once you have the PHPMyAdmin link - the rest is as above.

I don't know about cpanel, but Plesk Panel does not have a direct link to PHPMyAdmin. You must install an additional copy of PHPMyAdmin into a publicly available folder in order to access it directly.
