Administration of Outlook Rule For Email Delay

Guys I need some help here. I have over 200 users and need to implement a rule to delay outgoing mail by 5 min and also to over ride it with the use of a work in the subject. I can do this on the client but it would be better if I and sent this out from the server? OR create a rule and push it out? Also it would be nice if I can lock it down so the users can not undo it.

Thanks Will,

This is clos to what I need but not the full deal. I need the over ride to be triggered by a word in the subject line. And I do not use moderators on my system. And this will not be used on everyone just most.
Close but does not attend to all of the details
As said, there is no "server side" rule to allow Exchange to hold mail and send out every 5 minutes. The link above is simply a work-a-round.

Another thought you could use GPO for Outlook. Which might be able to push out the settings fro delay of sending for your users. The only catch using this is that you need the AMDX Outlook Files for each version of Outlook you have in your environment.

Thanks again! I have been down that GPO road and there is nothing in there to allow for this to happen. It looks like I am going to have everyone import the rule I have created and exported. I know there is a way to push rules out if we have CRM installed and I was trying to see if that can be used on its own but I have not gotten very far. Also I found a create a rule script and am looking into it as well. Looks like it will be a lot of manual pushing and checking. I was really hoping there was a magic button I missed!! :)
