getting webmail.domina.com popup when opening Outlook. see attached picture. does this mean the cert expired?

if you click the view certificate button it will give you the details as to when the certificate is valid.  but yes, it appears it has expired

you will have to go through whoever issued the certificate to obtain a renewal

Based on the image you have uploaded your Cert has Expired. If you are using the same cert for autodiscover as OWA, you can go to your OWA URL click on the "lock" in the address bar, Click View Certificates, on the general tab you will see "Valid From".

You can also do this from the MMC Certificates snap-in as well.
