Weird issue

I recently upgraded from a 2005 VS solution to 2010. I can run the site in debug fine. The problem is when I attempt to publish the site I get the following error:

Error      75      Data at the root level is invalid. Line 1, position 1.      B:\My Stuff\Development\www\CH\Payment Processing\_vti_cnf\web.config      1      

When I open web.config it looks like this:

vti_timelastmodified:TR|12 Feb 2006 23:25:46 -0000

What is going on here? Thank you in advance for any help

I'm not sure where the VTI_CNF version of the web.config is coming from, but that's all wrong.  Is there a web.config in the root of your site?
What is your site? Is this something like Wordpress?

Have you upgraded your project from earlier version?

Your  web.config might not well-formed XML file.
Try deleting this _vti_cnf\web.config  file
