outlook 2003 has security issues

User has outlook 2003 all patchs applied.

All of a sudden when she clicks on any link I get the following message:

This operation has been canceled due to restrictions in effect on this computer.
Please contact your system administrator.

I have done the following:

Tried the Repair option in Programs

Deleted the *.cmd settings file

Same issue...Have not attempted to recreate profile yet.

How can I get outlook to open links when I click on them

Hello Cjoego.

I presume this is a stand alone home computer.  If at work you should consult with your sysadmin.  What version of Windows?  This error is seen often when an app like IE or Chrome or Outlook uses the HTML open command to link to the internet.  Often a corrupt registry key.  To repair the key, you should first backup your registry in case you need to get back to where you are now.  Then you should use the regedit program to export a good key from a working machine or an internet site or friend, and import it to the malfunctioning machine.  Directions for doing so are here below.  I believe I have never made use of Microsoft's "Let us fix it for you" so I cannot speak about it's value.  If you keep clicking the plus signs in the article, your directions under "Let me fix it myself" will appear.  Please let us know if this works, or if you've questions.  Good editing.
